Welcome to the website of the Cambridgeshire and Peterborough Association of Local Councils (CAPALC) a not for profit organisation, representing, training and advising the 260 Local Councils (Town, Parish and Community) and Parish Meetings, in the 4 Districts within Cambridgeshire and the Unitary Authority area of Peterborough. The Association is the first point of contact for the more than 2,000 elected Town, Parish and Community Councillors in Cambridgeshire and Peterborough who are working to improve their communities.

Cllr Keith Stevens, NALC Chairman

We are deeply saddened by the passing of Cllr Keith Stevens, whose dedication and inclusive leadership left a lasting legacy in local government.  Cllr Stevens was a cherished and highly respected figure in the parish and town council sector.  Since his election as NALC Chairman in 2021, he was a tireless advocate for grassroots democracy, passionately championing the essential role of local councils in shaping vibrant, resilient communities across England.  We last saw him at Huntingdonshire District Council's Town & Parish Forum back in June, when Keith, our CEO Penny & HDC Leader Cllr Sarah Conboy held a panel.

Known for his warmth, humility, and inclusive leadership, Keith earned the admiration of colleagues nationwide. He believed deeply in the power of community-level governance to improve lives, and his legacy will continue to guide and inspire.  Our thoughts and heartfelt condolences are with Keith’s family, friends and all those whose lives he touched.  His impact on local democracy and public service will not be forgotten.

Local Government Reorganisation

30 October 2025:  As the the various District, City and County Councils start deciding on what option they are going to be voting for over the coming weeks we thought you should know what the five options are.  There are three, two Unitary Authority options available and two, three Unitary Authority options available and these can be seen below. (Cambridgeshire County Council recently voted for Option A - it was a recorded vote so you can see how your County Councillor voted)

 

12 June 2025: Local council leaders have come together after months of collaboration and have identified three preferred options for how the new unitary councils could be structured. These options below, are based on existing boundaries and will be developed further before being submitted to the Government in November 2025.  The good news is that parish and town councils will not be affected by the reorganisation.  We will continue to serve our communities in the same way we do now.  The aim of the changes is to make public services simpler, more efficient and better able to support local economic growth and provide much-needed housing.  There will be a public engagement exercise giving residents, businesses and local organisations a chance to share their views on what matters most in this transition which we will keep you updated on.

About Us

CAPALC is a membership organisation affiliated to NALC (the National Association of Local Councils), our national body who support and represent approximately 10,000 local councils and 80,000 councillors across England.  NALC lobby central government on behalf of their members, and set national strategic policy, supported by a legal team. They also produce the LCR (Local Council Review) and the bi-weekly DIS (Direct Information Service), which are prime sources of information relating to the local council sector.

CAPALC is currently exclusively funded by its membership and training fees.

How is CAPALC run?

The CAPALC Board consists of appointed Directors and the County Executive Officer (CEO).  The Board and CEO are jointly responsible for the strategic and financial management of the Association.

The County Executive Officer is a paid position with the CEO responsible for day to day management and responding to Member queries.  

CAPALC staff also include part-time Office Support, Development Officers and Trainers. 

As a membership association, CAPALC staff are unable to answer queries from the general public.
